II . INTRODUCTION <br /> Background and Scope of Work <br /> On August 3 , 19$9 ,. Mattison & `Shidler (M&S) retained Blymyer <br /> Engineers , Inc . (BEI) to conduct an Environmental Site Assessment <br /> (ESA) and Structure Inspection (S'I) of a retail , lumber yard at <br /> 120 East Lockeford Street , Lodi., California . The purpose of the <br /> assessments was to determine whether potential liability <br /> associated with the site or the buildings would result from <br /> I. <br /> purchasing the property . <br /> The ESA, is twofold : first , the history of occupancy and the uses <br /> of a specific parcel are reconstructed to determine whether any <br /> haz!ardou' s materials have been used on the property . Second , a. <br /> physical on-site inspection of theY <br /> P P ro ert is conducted which <br /> may. include a subsurface soil and/or groundwater investigation . <br /> Although the ESA is a thorough investigation, the investigatory <br /> tools available are not abundant . ..Because historical information <br /> is often not continuous , ' a hazardous waste-free site cannot be <br /> guaranteed . However , an ESA does substantiallY reduce the risk of <br /> unanticipated discovery .. . <br /> The scope of work for the ESA consisted' o£ the following : <br /> 1 ) Historical research to identify previous occupants and <br /> uses of the site to determine :whether any hazardous <br /> materials. have been used' on the property ; <br /> 2 ) Physical on-site inspection of, the prop-erty and sur.round- <br /> ingx land use ; and <br /> 3) Regulatory authority inquiry to determine the existence <br /> - 2 - <br />
