Box 2009 PERMITfSERVICLS <br /> Stockton, California 95201 <br /> REQUEST FOR PRIORITY PROCESSING OF AIR PERMIT,429 WEST LOCKEFORD STREET, <br /> LODI, CALIFORNIA (APPLICATION NUMBERS 91-562) <br /> Dear Mr. Sadredin: <br /> This letter is to request priority processing of the above referenced application to construct and <br /> permit to operate an activated carbon soil remediation unit at the above referenced site. According <br /> to a December 5, 1991 letter from the San Joaquin County Air Pollution Control District (SJAPD) <br /> to Mr. Mardee Kidd, the application has gone through a preliminary review and appears complete. <br /> However, according to our phone conversation with Mark Schornhoff on December 12, we <br /> understand that final processing of the permit may require 5 to 6 months due to a significant backlog <br /> in applications. <br /> We believe that a delay of 5 to 6 months before initiating soil vapor extraction could possibly result <br /> in an adverse impact to groundwater underlying the site. Based on subsurface investigations <br /> conducted at the site, the vadose zone has been impacted with gasoline to a depth of approximately <br /> 35 to 40 feet below ground surface. Results of the most recent quarterly groundwater sampling and <br /> analysis conducted in November 1991 indicate that groundwater is present beneath the site at a <br /> depth of approximately 46 feet below ground surface and contains very low concentrations (0.3 to <br /> 4 parts per billion) of the soluble gasoline constituents benzene, toluene, ethylbenzene, and xylenes <br /> (BTEX). <br /> We believe that initiating vapor extraction as soon as possible will minimize the potential for further <br /> degradation of underlying groundwater. At the current levels, groundwater remediation will not <br /> likely be required.
