In the design
process as shown on the enclosed plan, the monitoring well (MW5) for the gas station site is
located along the proposed curb and gutter that will be constructed with the widening project.
Our design consultant, Mark Thomas and Company of Sacramento, contacted Harlin Knoll,
San Joaquin County Public Health Services, Environmental Health Division, and learned that
MW5 results indicate it is no longer necessary for the monitoring of the contamination plume from
your site. Mr. Knoll indicated they would approve an application by USA Gasoline to abandon
MW5 and did not anticipate a need to replace it immediately. However, in the future, they could
require another well be installed if monitoring tests indicate a need.
We plan to begin construction of the Lower Sacramento Road widening project this summer.
Please make the appropriate arrangements to have the monitoring well abandoned by
May 1, 2000. Mr. Knoll's phone number is (209) 468-3442. You will also need to apply for a
City encroachment permit to remove MW5 and can do so by contacting Jeannie Matsumoto,
Senior Engineering Technician, at (209) 333-6800, extension 2661.
If you have any questions, please contact Paula Fernandez of my staff at (209) 333-6800,
extension 2667, or Asa Utterback of Mark Thomas and Company at (916) 381-9100.
