Winston 4209 <br /> Manteca,CA <br /> August 8,2002 <br /> 1.0 PROJECT DESCRIPTION <br /> This report presents the results of a Phase I Environmental Site Assessment and a Phase II Limited <br /> Subsurface Investigation(ESA)of Winston Tire Systems Store #209,located at 760 North Main <br /> Street, in Manteca, San Joaquin County, California. SECOR conducted this ESA in accordance <br /> with the Scope of Work presented in Goodyear's September 28, 2001, Combined Phase I and <br /> Phase II Environmental Site Assessment Specification. The Phase I portion is based,in part,on the <br /> American Society of Testing and Materials (ASTM) Standard Practice for Environmental Site <br /> Assessments: Phase I Environmental Site Assessment Process, ASTM Designation E1527-00 <br /> ` (ASTM Practice E1527-00). <br /> The objective of the ESA is to complete a due diligence investigation to evaluate the <br /> ` environmental condition of the Site in order to establish an environmental baseline at the time of <br /> the change of status. The Phase II Limited Subsurface Investigation was designed to evaluate <br /> whether there was evidence that the property had been environmentally impacted and whether <br /> ` remediation of the impacted area may be required under local, State or Federal regulations. <br /> Messrs. Frank Gegunde and Sean Coyle conducted this ESA. Messrs. D. Howe Gates, Jack <br /> Hardin,and Dennis Middleton reviewed the ESA. All are experienced professionals in the field of <br /> related environmental investigations. <br /> SECOR's investigative activities began on June 12,2002 and concluded on July 15,2002,with the <br /> Site reconnaissance occurring on June 19, 2002. Mr. Coyle performed the Site reconnaissance. <br /> Ms.Margaret Cloud(Site manager)provided information regarding past and current usage. Ms. <br /> Cloud provided access to the Site. Weather conditions during the reconnaissance were sunny and <br /> dry with ambient daytime air temperatures of approximately 90 degrees F.
