Proposal and Cost Estimate for Site Investigation at Rossetti's Market,
25411 East Lone Tree Road,Escalon,California
Dear Mr. Sand_
Smith Technology Corporation (ATC Associates) is pleased to submit this proposal and cost
estimate for performing site investigation activities at the above referenced site. The purpose of
the site investigation is to determine the vertical and horizontal extent of petroleum hydrocarbon
contamination. This work is being done at the request of San Joaquin County Environmental
Health Division (PHS/EHD). The scope of work will include preparing a workplan, obtaining
permits, drilling three soil borings, soil and groundwater sampling and analysis, and preparing a
summary report. The scope of work is described in detail in the following paragraphs.
PROPOSED SCOPE OF WORK
Task 1: Workplan Preparation and Permits
Under this task, Smith Technology will prepare a workplan and a health and safety plan, including
necessary drilling permit applications and fees for the subsurface investigation. Both plans will
conform to the UST Corrective Action Site Safety Guidelines set forth by the PHS/EHD. The
workplan: health and safety plan, and a tentative work schedule will be sent to the client in draft
form. Any comments will be incorporated into the workplan and then submitted to PHS/EHD for
review. Smith Technology personnel will conduct a site walk and mark the surface of the site for
Underground Services Alert (USA). USA will be contacted at least 48 hours prior to any field
work to allow time for utility companies to identify any underground lines, pipes, or cables that
may be affected by subsurface investigation activities.
Task 2: Soil Baring Installation
This task includes mobilization to the site, advancing three soil borings, and collecting up to two
soil samples and one grab groundwater sample from each boring.
