Also delivered were the required applications, <br /> forms and fees for the site investigation. When I contacted you on November <br /> 14, 1988 to confirm receipt of this material , you informed me that there <br /> was a 60 day backlog for reviewing work plans. Although our clients are <br /> anxious to complete this investigation so that they can begin construction <br /> on a much needed addition to their building, they decided the 60 day turn <br /> around time would be acceptable when faced with the alternative of paying <br /> a $52.50 overtime fee. Sixty days after the work plan was submitted, <br /> excluding weekends and holidays, would be approximately February 3, 1989, <br /> in reality, three months after the work plan submittal . <br /> On January 24, 1989, after contacting the SJLHD to inquire about the status <br /> of the work plan review, I received a message indicating that you would <br /> not be able to review the work plan that week. On February 17, March <br /> 1, and March 6, 1989, I again contacted the SJLHD leaving messages each <br /> time requesting an update on the Marci 's Diesel Service work plan review. <br /> It was not until March 7, 1989 that Cynthia Wagner of the SJLHD returned <br /> my calls. Cynthia informed me that you were the only person who could <br /> review work plans and you were out of town until March 14, 1989. <br /> In November of last year, our clients were reluctantly prepared for a <br /> three month wait for review of their work plan. It has now been over <br /> four months since the proposal was submitted and we do not know if we <br /> are any closer to having the work plan reviewed now than we did when we <br /> started. As mentioned earlier, our clients are being forced to delay <br /> the construction of a much needed addition to their business because of <br /> this SJLHD mandated investigation. They are attempting to cooperate and <br />
