(CCI) on behalf of the above <br /> referenced site and has the following comments. <br /> The work plan proposes the installation of one monitoring well behind the market, close <br /> to the southern property line. In correspondence dated August 24, 2000, PHS/EHD <br /> directed Quik Stop to define the lateral extent of the contaminant plume. However, <br /> repeated attempts to obtain an access agreement with the owner of the property directly <br /> south of the subject site (Kingdom Hall of Jehovah's Witness) have failed. Because <br /> access behind the market is very limited, CCI proposed the use of a pre-packed well <br /> installed to first groundwater by a limited access Vibra Push MD drill rig owned by <br /> Precision Sampling, Inc. PHS/EHD verbally agreed to this portion of the work plan, and <br /> the pre-packed well was installed on April 10, 2001. <br /> The work plan notes that a dual-phase vapor extraction test was performed at the site on <br /> February 22, 2001. The "Work Plan for Additional Well Installations" dated September <br /> 18, 2000 proposed the installation of the extraction well that was used for the dual-phase <br /> test. The stated purpose of the extraction well was "to establish hydraulic control of the <br /> groundwater gradient at the site, and to remove methyl tertiary butyl ether [MtBE] from <br /> the groundwater". PHS/EHD approved the installation of the extraction well for use as <br /> an interim remediation method only, for the purpose of plume control. The laboratory <br /> data from this event were forwarded to PHS/EHD for review, but a report of findings <br /> detailing the test and presenting conclusions and recommendations has not been <br /> submitted to PHS/EHD. The work plan further states that, based on the results from the <br /> dual-phase test, a Corrective Action Work Plan (CAP)will be prepared for a groundwater <br /> extraction and treatment system. <br /> The levels of MtBE contamination in groundwater at this site are very high and continue <br /> to rise. A municipal production well is located less than a quarter mile downgradient <br /> from the site. PHS/EHD appreciates the interim remediation efforts that Quik Stop has <br /> made to protect the municipal well. However, the first step in a remedial investigation is <br /> to define the lateral and vertical extent of groundwater contamination present at a site. <br /> A Division of San Joaquin County Health Care Services <br />
