Louise Ave.
Manteca CA 95336
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
reviewed the"Soil and Groundwater Investigation Report" dated
November 1998 that was prepared by Compliance & Closure, Inc. (CCI) for the above
referenced site, and has the following comments for your consideration.
The report details field activities that took place on October 19 and 20, 1998. On those dates
CCI oversaw the advancement of five direct-push soil borings for the purpose of collecting soil
and grab ground water samples to begin the investigation of the vertical and lateral extent of
hydrocarbon contamination at this site. Twenty-one soil samples and five water samples were
collected. All samples were analyzed for total petroleum hydrocarbon as gas, (TPH-g);
benzene, toluene, ethyl benzene, and xylene; and oxygenates, including methyl tertiary butyl
ether, MTBE. Laboratory analysis results were non-detect for all constituents except: 5 parts
per billion (ppb) toluene in soil sample GP-5-28'; 800 ppb TPHg, 8-ppb benzene and 73-ppb
MTBE in water sample GP-IW; and 7-ppb MTBE in sample GP-2W. Please note that tabulated
analytical results also show 5-ppb benzene in sample GP-3-16', though this is not substantiated
by the analytical data from the lab.
The report recommends the installation of three monitoring wells on site to determine the
groundwater flow direction and to be able to initiate quarterly groundwater monitoring.
PHS/EHD agrees with this recommendation.
Please prepare a work plan for the installation of three groundwater monitoring wells at this site
and submit it to PHS/EHD by March 8, 1999.
Donna Heran, REHS, Director
Environmental Health Division
L.cl;.
