k19 KLEINFELDER
ATTACHMENT A
SCOPE OF WORK
LIMITED SOIL AND GROUNDWATER ASSESSMENT
MANTECA UNIFIED SCHOOL DISTRICT FARM SITE
FORMER UNDERGROUND STORAGE TANK
2901 LOUISE AVENUE
MANTECA, CALIFORNIA
INTRODUCTION
Klcinfelder is pleased to present this proposal to Manteca Unified School District (M.U.S.D.).
This proposal was developed after correspondence with Mr. John Fultz of M.U.S.D., using
Kleinfelder's current understanding of the site conditions, and is a preliminary understanding of
your desires and requirements. We have prepared this proposal based on information usually
requested in a workplan by the San Joaquin County Public Health Services, Environmental
Health Division (PHS/EHD) and the State of California Regional Water Quality Control Board
(RWQCB).
Kleinfelder is committed to providing a high level of service to its clients, commensurate with
their wants and needs. If a portion of this proposal does not meet the needs of the client, or if
those needs have changed, Kleinfelder stands ready to consider appropriate modifications,
subject to the standards of care to which we adhere as professionals. Modifications such as
changes in scope, methodology, scheduling, and contract terms and conditions may result in
changes to the risks assumed by the client, as well as adjustments to our fees. We look forward
to the opportunity to serve you.
BACKGROUND
Kleinfelder understands that on March 18, 1997 a 250-gallon underground storage tank (UST)
was removed from the Manteca Unified School District farm site, adjacent to a shop building.
Reportedly eight yards of soil was stockpiled from the excavation. Two soil samples were
collected by GeoAnalytical Laboratories of Modesto, California and analyzed for Benzene,
Toluene, Ethylbenzene and Xylenes (BTEX), and Total Petroleum Hydrocarbons as referenced
to Diesel (TPH-D). The two soil samples were collected from the stockpiled soil (SP
within the excavation at a depth of approximately 7 feet below surface grade (bsg). BTEX
constituents were reported, however, TPH-D were detected at 13 mg/kg and 130 mg/kg, rom the
stockpile and from the excavation bottom, respectively.
A "Notice of Responsibility" letter dated January 8, 1998, was sent to Manteca Unified School
District by PHS/EHD, concerning the tank removal site. PHS/EHD requested further assessment
of potential diesel contamination. Manteca Unified School District has requested Kleinfelder to
submit this proposal/workplan to address these concerns.
20-Y P 8-1G1/2018 P 179 Page A-I
© 1998,Kleinfelder, Inc.
