PHS/EHD has the following comments for your consideration. <br /> The summary report included the results of the additional soil and groundwater investigation which <br /> included the drilling and sampling of two soil borings, S132 and S133, and three monitoring wells, <br /> MW1 -MW3. The extent of soil contamination remaining after the excavation attempt has generally <br /> been characterized. Please submit a corrected Table 1 as indicated in PHS/EHD correspondence <br /> dated September 28, 1993. <br /> The initial groundwater sample results collected on October 14, 1994, shortly after the installation <br /> of the monitoring wells, did not detect contamination. In order to confirm that groundwater has not <br /> been contaminated with petroleum hydrocarbons, a minimum of two sampling events are required. <br /> The summary report also included the results of the initial stockpile characterization. Canonie <br /> Environmental elected to characterize the stockpile; therefore, the frequency of sampling was 3 <br /> insufficient to show that the contaminated soil excavated was adequately remediated. The report <br /> did state that bacterial growth could be supported with indigenous conditions to achieve remediation t <br /> of the soils. <br /> Please be informed that the report failed to provide any recommendations for any further <br /> investigation or remediation. The residual soil contamination should be estimated to evaluate its <br /> continuing threat to groundwater, the stockpiled soil should be sampled to confirm that the <br /> contamination has been adequately remediated, and groundwater monitoring wells should be <br /> sampled to confirm that groundwater has not been contaminated by petroleum hydrocarbons. <br /> Quarterly monitoring of the groundwater monitoring wells should be scheduled by April 14, 1995, <br /> with a subsequent quarterly report submitted by May 26, 1995. An estimate of the volume of <br /> residual soil contamination and a confirmation sampling plan for the stockpiled soil should be <br /> submitted with the quarterly report due May 26, 1995. <br /> 1 <br /> A Division of San Joaquin County Health Care Services <br />
