Box 388 • Stockton, CA 95201-0388 • �4<<Fo'Ri,�P.� <br /> 209/468-3420 <br /> 11D)yMIKE BEAN <br /> CHIEF OF PLANT OPERATIONS <br /> STOCKTON DEVELOPMENTAL CENTER <br /> 510 E MAGNOLIA STv <br /> STOCKTON CA 95202 <br /> RE: STOCKTON DEVELOPMENTAL CENTER SITE CODE: 1165 <br /> 510 E MAGNOLIA ST <br /> STOCKTON CA 95202 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD)has reviewed the March 14, 1995 <br /> "Phase H Investigation Report" prepared by Tetra Tech, Inc. for the above referenced site. <br /> The report provides a brief site history, describes the phase 11 investigation,tabulates all data to date and provides conclusions <br /> and recommendations based upon the data. <br /> I <br /> The report recommends a no action alternative based upon depth to groundwater, the location and concentration of the <br /> contamination, and the proximity of the water tower. <br /> i <br /> The report states that since groundwater is at 80 feet below ground surface the remaining contamination may be left in place. <br /> PHS/EHD has determined that the existing TPH levels have exceeded the LUFT manual leaching potential guidelines for in place <br /> closure. Seasonal high groundwater at this site is 35 feet bgs and the maximum allowable TPH that can be left in place is 100 <br /> ppm. <br /> Part of the reasoning behind the no action option is the proximity of the water tower to the tank location. Removal of the tank <br /> or excavating the contamination will compromise the integrity of the water tower foundation. PHS/EHD recommends that you <br /> submit a feasibility study to determine what other technologies are available that do not involve removal of substantial amounts <br /> of soil and are effective techniques for remediating long chain hydrocarbons. <br /> i <br /> PHS/EHD recommends that one copy of a workplan or feasibility study be submitted which will address in place closure of the <br /> UST and remediation of the existing contamination.
