L
The removed tanks were inspected by personnel from the San Joaquin County Public Health
Services Environmental Health Division (PHS/EHD).and were found to be in good condition
with no holes. However, soil staining and product odor was observed adjacent to the fourth
and fifth USTs (easternmost). At least two soil samples were collected from beneath each of
the former USTs and two soil samples were collected beneath the removed product piping.
The locations and depth of the
p soil samples and analytical results are posted. on Figure 2.
Results of the soil sample analyses indicate that soil beneath the north end of the fourth UST
(second from the east) contained up to 7,600 arts per million m of Total Extractable
P P (ppm)
Hydrocarbons (TEH)-as-diesel. Soil sample locations, depths and analytical results are posted
i
on Figure 1. Benzene was not detected in any of the 13 soil samples collected from the
excavation floor. Groundwater was not encountered during the excavation.
The waste soil was stockpiled and sampled. Results of the stockpile soil samples indicate that
the soil contained up to 690 ppm TEH-as-diesel. A total of 317.16 tons of waste soil was
disposed of by Ramcon at Forward Landfill in Manteca, California. The excavation pit had.
been backfilled with clean imported soil and repaved with asphalt.
2.0 Scope of Work
The objectives of this work plan are to determine the vertical extent of impacted soil, to
determine if groundwater has been impacted by petroleum hydrocarbons and to define the
extent of impacted groundwater, if necessary. To achieve the project objectives, a scope of
work consisting of four tasks has been prepared. A discussion of these tasks and component
subtasks follows.
2.1 Planning and Permitting
The planning and permitting task consists of a preliminary site inspection, the preparation of a
health and safety plan, and the acquisition of the required permits.
2.1.1 Preliminary Site Inspection
L IT will perform a preliminary site inspection to gather the information necessary to carry out
the field work and prepare the site background section of the Preliminary Investigation
Evaluation Report. The execution of this task will include the following:
g
• Contact facility personnel to.coordinate an on-site inspection and interview;
2
