3.1.1 Preliminary Site Inspection <br /> IT performed a preliminary site inspection in March, 1997, to gather the information necessary to <br /> ' carry out the field work and to prepare the site background section of the Preliminary <br /> Investigation Evaluation Report The execution of this task included the following <br /> • Contacting facility personnel to coordinate an on-site inspection and interview, <br /> • Visiting the site to review on-site records, determine work constraints, sketch <br /> ' scaled site plan, and mark drilling locations, <br /> ' • Meeting with regulatory agencies to review the project file <br /> 3.1.2 Health and Safety Plan <br /> Prior to initiating field work, a site specific health and safety plan was prepared for site activities <br /> in accordance with 29 CFR 1910 120 The health and safety plan provided a summary of <br /> physical and chemical hazards at the site, names and telephone numbers of responsible <br /> individuals working on the project, and emergency instructions and directions to receive medical <br /> attention <br /> ' 3.1.3 Permits and Utility Clearances <br /> To perform the scope of work, a monitoring well permit was obtained from the San Joaquin <br /> ' County PHS/EHD and is presented m Appendix A of this report All Geoprobe borings were <br /> located within the property boundary and off of any public road nght-of-way Therefore, neither <br /> offsite access agreements nor encroachment permits were necessary <br /> On July 10, 1997 all drilling locations were cleared in response to IT' request to Underground <br /> ' Service Alert (USA) to perform a routine utility clearance inspection Utilities including <br /> COMTECH, MCI and PG&E notified IT that drilling locations were clear of underground utility <br /> lines <br /> ' 3.2 Soil Investigation <br /> IT conducted a subsurface investigation to define the vertical extent of TPH-as diesel impacted <br /> soil Soil samples were collected using a Geoprobe Direct Penetration Technology (DPT) ng <br /> ' SAC108-29-97/ENG/771744 4 <br /> 1 <br />
