Main Street
Manteca, CA
San Joaquin County Public Health Services, Environmental Health Division .
(PHS/EHD) reviewed your letter dated July 10, 1996, concerning destruction of
the vapor extraction and monitoring wells at the above referenced site.
PHS/EHD is the lead agency for "no further action" determinations at
underground storage tank sites within San Joaquin County. PHS/EHD does not
usually issue "no further action" letters until all vapor and monitoring wells
have been destroyed because they are conduits to groundwater and increase the
chance of contaminants being released to the groundwater.
i
This site has not been issued a "no further- action" letter by PHS/EHD because
the vapor and monitoring wells have not been destroyed to date. Since you do
not intend to destroy the wells now, PHS/EHD will issue the site a "no further
action" letter now and pursue destruction of the wells as discussed below.
Pursuant to San Joaquin County Well Standards, wells remaining out of use for f
five years should be properly abandoned. The wells at this site have not been
used since April 1993 . If the wells at this site have not been used and have
not been destroyed by April 1998, enforcement action by the Office of the San
Joaquin County District Attorney may be requested.
In the interim period, please ensure the wells have no defects, they have
water tight, locking caps and are clearly marked as wells.
Since review and inspection time cannot be billed through the Local Oversight
Program once the "no further action" letter is issued, Ultramar will be
required to pay for PHS/EHD review and inspection time at our hourly rate when
the wells are destroyed.
I
If you have any questions contact me at (209) 468-3449.
Donna Heran, REHS, Director
Environmental Health Division
Margaret rio, REHS, Supervisor
Site Mitigation Unit
I
i
i
I
I
A Division of San Joaquin County Health Care Services
