The PHS/EHD inspector witnessing the removal of the tanks noted <br /> strong hydrocarbon odors in the tank pit and stockpiled soil. Soil samples from the tank pit and <br /> stockpiled soil were collected and analyzed for total petroleum hydrocarbons as gasoline <br /> (TPHg); benzene, toluene, ethylbenzene and xylene (BTEX); lead and EDB. Samples were not <br /> analyzed for TPH as diesel. Results of the analysis evidenced BTEX contamination up to 102.4 <br /> parts per billion (ppb) of xylene. <br /> In PHS/EHD correspondence dated March 25, 1997 notification was made that this site had <br /> been assigned to the San Joaquin County PHS/EHD's Local Oversight Program for oversight of <br /> assessment and clean up activities at contaminated underground storage tank sites. A directive <br /> was issued that a work plan to define the vertical and lateral extent of petroleum hydrocarbon <br /> contamination be submitted to PHS/EHD by May 1, 1997. To date, no work plan has been <br /> received by PHS/EHD. <br /> Please submit the previously requested work plan by May 21, 1999.
