PUBLIC NOTICE <br /> Fact Sheet <br /> Pending Case Closure for Leaking Underground Storage Tank Site <br /> Advanced GeoEnvironmental, Inc. (AGE), on behalf of the San Joaquin County Environmental Health <br /> Department (EHD), invites public comment regarding consideration by the EHD to grant regulatory <br /> closure for the leaking underground storage tank (LUST) case at the subject site (Site) identified below: <br /> SUBJECT SITE: <br /> Site Name: CALIFORNIA STOP GeoTracker Global ID No. T0607799497 <br /> Site Address 2224 Manthey Road, Stockton CA EHD Site Code: 0001317 <br /> PUBLIC COMMENT PERIOD: 60 Days — from (10 November 2014 to 09 January 2015) <br /> CASE SUMMARY: <br /> The EHD and the Central Valley Regional Water Quality Control Board (CVRWQCB), in cooperation <br /> with Mr. Thien Phan & Ms. Hoi Phan (property owners), Mr. Dung Thanh Phan and Ms. Nhuan Phan <br /> (responsible parties), and AGE (environmental consultant) have evaluated soil and groundwater <br /> conditions, and potential health concerns at the subject site resulting from an unauthorized release of <br /> gasoline from an underground storage tank (UST) system. The unauthorized release from the UST <br /> system was discovered in January 2002 when the dispensers and product piping were removed and <br /> replaced. At the current time there is an active UST system on the Site. <br /> Soil and groundwater investigations were conducted from August 2005 to May 2013, to characterize <br /> impacted soil and/or groundwater. AGE determined the extent to which the petroleum hydrocarbons <br /> have significantly impacted soil and groundwater. From the existing UST locations, groundwater <br /> contamination extended off-site toward the southeast/east approximately 150 feet. Based on the final <br /> investigation results, approximately 6,500 pounds (or 1,040 gallons) of gasoline fuel were estimated to <br /> have leaked into the subsurface. Approximately 0.32 pounds of methyl tertiary-butyl ether (MTBE) <br /> were removed during five groundwater batch removals in January 2010, and approximately 1.2 pounds <br /> of gasoline were extracted during an eight-hour soil vapor extraction feasibility pilot test in March 2012. <br /> Due to the low threat posed to human health, this site was recommended for closure by the California <br /> State Water Resources Control Board under California's Low-threat Closure Policy. Potential negative <br /> effects of the residual contamination on human health and the environment were evaluated by AGE, <br /> and found to be negligible. On the basis of groundwater monitoring and the site characterizations, and <br /> the recommendation of AGE, the EHD has concluded that the Site status is protective of the <br /> environment and human health for current and future Site use and for adjacent off-site areas. The EHD <br /> has submitted Case Closure Summary to the CVRWQCB. Once the EHD has addressed all public <br /> comments received, the EHD anticipates issuing a No Further Action Required letter for the subject <br /> Site. <br /> WHERE TO GET MORE INFORMATION <br /> Site information can be obtained from the GeoTracker website at http://geotracker.waterboards.ca.gov/. <br /> Upon written request, the Site case file is available for review at the EHD office located at 1868 East <br /> Hazelton Avenue, Stockton, California 95205.
