Main Street, Manteca, California <br /> Final Report and <br />' Request for Site Closure <br /> May 29, 1993 <br /> 1 <br />' Site History <br />' Royal Oak Savings & Loan was the deed holder of this property, a 1 6 acre site <br /> on the northeast corner of Alameda and North Main Streets in Manteca, <br /> California. The property went into Federal Receivership under the <br />' administration of the Resolution Trust Corporation In 1985, the underground <br /> tanks from an abandoned filling station wCre removed, the San Joaquin County <br /> Environmental Health Department determined that a petroleum release had <br />' occurred <br /> Two (2) site investigations were undertaken between 1986 and 1990, one by <br /> Harding Lawson & Associates, the other by Canonie Engineering <br />' MW-1, was the original well installed by Canonie Engineering and at that time <br /> Royal Oak Savings owned the property The well was installed directly over <br /> the area where the underground tank was removed, and showed an initial <br />' concentration of 11 mg/l of TPH as Gasoline in the water, and 10 months later, <br /> a concentration of 37 mg/1 of total petroleum hydrocarbons (TPH) as gasoline <br /> in the ground water The soil samples taken at the time of the well installation <br /> showed a maximum level of 4,800 mg/kg of total hydrocarbons as gasoline <br /> Wells MW-2, 3 and 4 were all installed at a later date by Harding & Lawson <br /> Associates These wells were sampled initially on January 26, 1989 and again <br /> in July 1989 Monitoring Well 2 (MW-2) showed a substantial increase <br /> between the initial sampling to the second sampling event seven (7) months <br /> later MW-3 showed a decrease to a "none detected" level and MW-4 showed a <br /> slight increase in the benzene level <br /> The property was purchased in 1990 by Village Properties, a land development <br /> company with the intent to clean up the contamination and to build a shopping <br /> Icenter <br />
