Performance of a soil vapor extraction test is approved as proposed if the
immediate objective is to verify that hydrocarbon vapor can be extracted at a
rate and concentration sufficient to consider additional testing, on the condition
that a vapor extraction well is installed that does not extend to groundwater
(SJC/EHD recommends a maximum depth of 55 feet bsg). Alternatively
SJC/EHD will approve installation of two SVE wells as discussed above, to test
feasibility of the method and obtain system design data. Please submit to
SJC/EHD, by June 14, 2002, an addendum for the installation of either one or
two SVE wells, including clarification of the proposed vapor sampling schedule.
5. Completion of the sensitive receptor/well survey is approved. The results of
the survey must be submitted with the report of findings following completion of
the fieldwork.
6. Analysis of soil and groundwater samples must be completed as stated in the
work plan, by approved EPA methods. Fuel oxygenates, 1,2-DCA and EDB
must be analyzed by EPA Method 8260. All peaks must be reported.
7. All fieldwork for this scope of work must be completed by August 30, 2002, and
a report of findings must be submitted to SJC/EHD within 60 days following
completion of the work. Preparation of a PAR, as proposed, will be
appropriate if the site geological and contaminant models are adequately
defined.
You must obtain revocable permits for monitoring well installations and encroachment
permits from the City of Stockton for all work proposed to be completed in the city right of
way. Please begin this process immediately. When those permits are issued, submit
copies of them to SJC/EHD along with the county well permit applications and required
$89.00 permit fee per application. One county well permit application is required for each
parcel of land on which drilling will take place, and for each drilling subcontractor who will
be performing work.
SJC/EHD is providing for your use a copy of the San Joaquin County Well Standards. As
stated in the standards, newly installed wells must not be developed for at least 12 hours
following placement of the grout seal. There are no time restrictions on collecting a
groundwater sample for analysis following development of the well.
If you have any questions or comments please call Lori Duncan at (209)468-0337.
Donna Heran, REHS, Director
Environmental Health Department
Lori Duncan, Senior REHS Nuel C.
