Main Street, Stockton, CA, <br /> Jamar Service, SJC Site Code:1667, CVRWQCB (Region 5S) Site Code: 390142. (C) reports <br /> she has contacted the local water company twice to conduct water sampling and she has not <br /> received any results from the sampling events to date. (C) reports a plume is under her home. <br /> Summary of Actions and Response to Complaint <br /> On Wednesday, August 21, 2013, a joint inspection was conducted by representatives from <br /> SJCEHD and CVRWQCB in response to CAL/EPA Complaint #11917. Lisa Medina, SR REHS <br /> and Jim Barton, PG left the EHD at approximately 12:15 p.m. and arrived at Jamar Service <br /> located at 4075 E. Main Street, Stockton, CA. Upon inspection of the facility, all remediation <br /> systems appeared to be operating. The complaint was discussed and representatives walked to <br /> the complainant's single family dwelling located approximately eighty-five feet north of Jamar <br /> Service site. Lisa Medina acted as the lead person for the investigation and introduction at the <br /> request of Jim Barton. Ms. Terri Hernandez answered the door, introductions were made and <br /> the complaint was discussed with Ms. Hernandez. <br /> Permission was obtained by Ms. Hernandez to conduct an on-site inspection for confirmation <br /> that a domestic water well did not exist on the property. Ms. Hernandez states that she has lived <br /> on the property for thirty-two years and has always had a public water supply. Lisa Medina and <br /> Jim Barton surveyed the front and backyard of the single family dwelling (see picture Page 1). <br /> No evidence of domestic water well(s) was observed. <br /> Ms. Hernandez requested representatives from SHCEHD and CVRWQCB walk with her to <br /> Jamar Service site in order for her to show us where allegedly "gas tanks are still buried and <br /> located on the west side of the parcel". Representatives from SJCEHD and CVRWQCB walked <br /> to the site and explained to Ms. Hernandez that the tanks had been excavated and removed. <br /> Ms. Hernandez stated that she had concerns regarding a waste oil tank that was historically <br /> located at the northwest side of the service building. Ms. Hernandez was informed the waste oil <br /> tank had been removed. Ms. Hernandez was given a brief summary of the remediation system <br /> and how it is operated and maintained. Jim Barton explained the methodology of the <br /> remediation systems in detail. Ms. Hernandez acknowledged she understood the process. <br /> Representatives and Ms. Hernandez walked back to her property where she wanted to show us <br /> where oily water was "gushing" from her water spigot recently. The spigot is located in the front <br /> yard at the southeast corner of the single family dwelling (see picture Page 3). Ms. Hernandez <br /> also reported she had samples to show us and brought out a plastic container of items including <br /> a cloth-wipe, Q-tips, plastic bag(s) of unknown substance and a plastic part of unknown origin <br /> (see picture Page 2). <br /> Ms. Hernandez requested that representatives observe the oily ring in the toilet holding tank and <br /> toilet. Representatives at that time escorted Ms. Hernandez to the single family dwelling <br /> restroom. The toilet bowl did not demonstrate any evidence of an oily ring. SJCEHD and <br /> CVRWQCB representatives observed Ms. Hernandez lift the tank cover and retrieve clean Q- <br />
