clean fill in . <br /> Based on the information furnished to JPCA, JPCA proposed and <br /> completed a site characterization workplan for drilling three <br /> soil borings, collecting soil samples, commencing at five feet <br /> below grade to approximately 75 feet, then constructing 2-inch <br /> monitoring wells during September 1999. <br /> San Joaquin County Environmental Health Division (SJCEHD) <br /> required an additional characterization study to ascertain the <br /> vertical and lateral extent of contamination on the subject site. <br /> JPCA proposed a workplan to include one boring to 124 feet , <br /> unless a clay aquitard was encountered, and two additional <br /> monitoring wells, with a Site Specific Safety Plan, which was <br /> submitted to Jay Mcllrath with a copy to San Joaquin County <br /> Environmental Health Division (SJCEHD) . <br /> The workplan was approved by SJCEHD with the following additional <br /> work required. A boring permit was to be secured from SJCEHD. <br /> All samples should be analyzed for Total Petroleum Hydrocarbons <br /> as Diesel (TPHD) , Total Petroleum Hydrocarbons as Gasoline <br /> (TPHG) ; Benzene, Toluene, Ethylbenzene and Xylene (BTEX) ; and <br /> Oxygenates using EPA Protocol 8260. SJCEHD was to be notified 48 <br /> hours prior to any work. <br /> US Alert was contacted and the area for drilling marked for their <br /> l reconnaissance. The area marked for drilling was clear of <br /> subterranean utilities. <br /> Soil samples, checked using a Photcionization Detector (PID) <br /> (PHOTOVAC MODEL 12020 ) for hydrocarbon vapors, reading above <br /> background and groundwater samples were to be analyzed for TPHD, <br /> TPHG, BTEX, as well as oxygenates. <br /> JPCA applied for and paid for a drilling/well construction <br /> permit. A copy is included in Appendix A <br /> Forty-eight hours prior to the commencement of work on the <br /> subject property, SJCEHD was contacted as required. The PID was <br /> checked and tested for accuracy on the evening of August 20, 2000 <br /> and again on August 21, ' 2000. <br /> FIELD WORK <br /> on the morning of August 21, John N. Alt and John P. Cummings met <br /> with the drilling crew at the parcel located at 4975 East Main <br /> Street, Stockton, CA. Mr. McIlrath and Carol Oz, Sr. REHS from <br /> SJCEHD were also on site. <br /> ' 2 <br />
