Based on the information furnished to JPCA, JPCA proposed a site
l characterization workplan for drilling three soil borings,
collecting soil samples, commencing at five feet below grade to.
50 feet, unless the saturated zone, i.e. groundwater, was
encountered prior to 50 feet. If groundwater was encountered at
50 feet or less, 3 Monitoring wells, extending 10 feet into the
aquifer would be constructed. The proposed workplan, with a Site
Specific Safety Plan, was submitted to Jay McIlrath with a copy
to San Joaquin County Environmental Health Division (SJCEHD) .
Soil samples, checked using a Photoionization Detector (PID)
{PHOTOVAC MODEL #20201 for hydrocarbon vapors, reading above
background and groundwater samples were to be analyzed for Total
Petroleum Hydrocarbons as Gasoline (TPHG) , Benzene, Toluene,
Ethylbenzene and Xylene (BTEX) , as well as oxygenates.
The workplan was approved by SJCEHD with the following additional
work required. A boring permit was to be secured from SJCEHD.
Sample should be analyzed for Total Petroleum Hydrocarbons as
Diesel (TPHD) Work was to be completed by October 22, 1999.
Bore holes below 50 feet may be required as site conditions may
dictate drilling below 50 feet. SJCEHD was to be notified 48
hours prior to any work.
US Alert was contacted and the area for drilling marked for their
reconnaissance. The area marked for drilling was clear of
subterranean utilities.
JPCA applied for and paid for a drilling/well construction
permit. A copy is included in Appendix A
Forty-eight hours prior to the commencement of work on the
subject property, SJCEHD was contacted as required. The PID was
checked and tested for accuracy on the evening of September 7,
1999 .
FIELD WORK
On the morning of September 8 and again on September 9, 1999,
John N. Alt and John P. Cummings met with the drilling crew at
the parcel located at 4975 East Main Street, Stockton, CA. Mr.
McIlrath and Carol Oz, Sr. REHS from SJCEHD were also on site.
The Site Specific Health and Safety Plan was read and signed by
the drilling crew prior to commencement of the drilling
operations. Carol Oz, SJCEHD inspector, met us and also read and
signed the Site Specific Health and Safety Plan.
SOILS EXPLORATION SERVICES INC. was the driller for the borings
and well construction. The Boring Logs were prepared by the
2
