PUBLC"'HEALTH SERVICES PaIN.
SAN JOAQUIN COUNTY
JOGI KHANNA M.D.,H.P.H. S
Health Officer
P.O. Box 2009 • (1601 East Hazelton Avenue) Stockton,California 95201 <iFidW
(209) 468-3400
JAN 2 5 1991
Fly
John Johnson .J
The Customer Company
P.O. Box 886
Benecia, CA 94510
RE: Food and Liquor IN REPLY REFER TO SITE CODE: 1984
890 N. Main
Manteca, CA 95336
Please be advised that this office has reviewed your letter of
response regarding additional work at this site and the report on
groundwater analysis submitted by Dames and Moore.
Analytical results indicate that groundwater samples from three up-
gradient wells show no contamination. The Customer Company also
requested "closure" of this site.
San Joaquin County, Public Health Services, Environmental Health
Division, (PHS/EHD) does not believe site certification is
appropriate at this time. We understand that a tremendous amount
of money has been spent in the investigation and cleanup of this
site, however, we do not feel that definition of groundwater
contamination is "pointless and a waste of time and money on both
our parts. "
A downgradient monitoring well is essential to verify water quality
in this suspected area and to insure that a water supply well
several hundred feet downgradient from this site is not threatened.
Pursuant to Section 2652 (d) of the Underground Storage Tank
Regulations (California Administrative Code, Title 23 , Subchapter
16) a quarterly monitoring report shall be submitted to Public
Health Services, Environmental Health Division and Central Valley
Regional Water Quality Control Board (CVRWQCB) until the
investigation and cleanup of the site is deemed adequate. The
report is to show the:
A Division of San Joaquin County Health Care Services
