REC EE.
F E B i 9 19,91
ENVIRONMENTAL HEALTH
THE CUSTOMEM PERMIT/SERVICES
COn1PfiY
j
February 15, 1991
Public Health Services
San Joaquin County, p
Attn: Laurie Cotulla
P.O. Box 2009
Stockton, CA 95201
RE: Food & Liquor #76, 890 N. Main, Manteca, CA. , Site- Code 1984
Dear Ms. Cotulla:
This letter is in response to the letter written to me on January 25,
1991 regarding my request of "closure" at this site. Having read your
letter, I would like to get a better understanding of what is required.
You state that even though the "wells show no contamination" , you "do not
believe site certification is appropriate at this time. " And, you are
requiring more monitoring, an additional well , and reports "until the
investigation and cleanup of the site is deemed adequate. "
We believe, as do our engineering consultants, that a full review has
already been completed, resulting in a finding- of no contamination.
The wells which once showed limited contamination have produced clean j
samples since April 28, 1987. New double-walled petroleum tanks are in
place and have been operating smoothly,
I have reviewed the Regulation .(2652(d))`you -cited- in,-your letter,
which requires testing "until the cleanup is complete". Although we now
believe that the cleanup is complete, we are- prepared to install a new well
at a location approved by you, provided the San Joaquin Health Services
and Water Control. Board agree that if the samples from this new well are
clean, then this site will be "closed" or "certified". This final test
would not include taking samples from the existing wells since there has
been no contamination found in these .wells for over three years.
Sincerely,
John Johnson
Director of Preventive
Maintenance & Construction
JJ:jh
THE CUSTOMER COMPANY, P.O.
