guidance agency's concurrence on the recommended remedial action, a work plan and <br /> cost estimate will be prepared by the CONSULTANT for the implementation of the <br /> remedial action at Bixler Yard. <br /> TASK 5C: PRELIMINARY EVALUATION OF REMEDIATION OPTIONS - <br /> STOCKTON YARD <br /> Based on the results of Task 3C, the CONSULTANT will prepare a report identifying <br /> remedial action objectives and evaluating remedial technologies for Stockton Yard. This <br /> evaluation will examine remedial technologies and will screen these technologies based <br /> on feasibility, effectiveness, and cost. It is assumed that the soils at Stockton Yard have <br /> not been impacted by the identified contaminants of concern. After the initial screening, <br /> the remaining technologies will be combined to form different remedial alternatives that <br /> will satisfy the remedial objectives for the site. Each alternative will be evaluated to <br /> determine its feasibility, effectiveness, and cost relative to the other alternatives. The <br /> report will include a recommendation for the most suitable remedial action based on the <br /> selection criteria. The CONSULTANT shall submit the report to the DISTRICT for <br /> review. Following the DISTRICT's approval, the CONSULTANT shall resubmit the <br /> report to the DISTRICT for submittal to the guidance agency for concurrence. <br /> Following the guidance agency concurrence, a work plan and cost estimate will be <br /> prepared by the CONSULTANT for the implementation of remediation. <br /> In accordance with County, State, and Federal guidelines, the CONSULTANT will <br /> conduct quarterly monitoring and prepare quarterly monitoring reports for the Stockton <br /> Yard site. As noted under Task 3C, quarterly monitoring will begin with the third <br /> quarter of 1993, and will continue through the end of 1994. The number of groundwater <br /> samples, and the analytes to be monitored will be outlined in the work plan developed <br /> under Task 2C, and will be consistent with the requirements of the regulatory agencies. <br /> The quarterly monitoring reports will include laboratory data, boring logs, sampling <br /> location maps, groundwater gradient maps, and isoconcentration maps for the identified <br /> constituents of concern. The reports shall be submitted to the DISTRICT for review, and <br /> following incorporation of DISTRICT comments, the reports shall be submitted to the <br /> County. <br /> As noted under Task 2C, in addition to the quarterly monitoring requirements, the <br /> CONSULTANT will identify the performance verification groundwater monitoring <br /> requirements that will be used to ensure that the remedial action is meeting the remedial <br /> 93P4 EBMUD-Brentwood, Bixler Yard,and Stockton Yard <br /> 90570413.d 10 Exhibit A-Scope of Services <br />
