During this meeting, it was <br /> agreed that the site had been adequately characterized, and the following <br /> conclusions were made: <br /> • The petroleum hydrocarbon plume has stabilized and is not migrating. <br /> • Benzene and total petroleum hydrocarbons (TPH) concentrations in <br /> MW-9, a. monitoring well at +the leading edge of the plume, fluctuated <br /> from less than the detection limit to low concentrations for several <br /> quarters. <br /> • Natural bacteria are present at the site. <br /> • The aquifer is not highly permeable. <br /> Based on this information, the District, with your concurrence, decided to <br /> revisit the passive bioremediation alternative presented i.n the feasibility <br /> study (Additional Site Assessment and Remedial Options Report, B&V Waste <br /> Science and Technology Corp. , December 1993) . The following text presents <br /> a modification to the Remedial Action Plan (Addendum No. I to the <br /> Additional Site Assessment and Remedial Options Report, Black & Veatch <br /> Waste Science, Inc. , September 1994) proposing the use of passive <br /> bioremediation in place of active bioremediation. <br /> Background <br /> The District owns and operates the Stockton Service Center at 1804 West <br /> Main Street, Stockton, California.
