'WOW" <br /> WASTE DISCHARGE REQUIREMENTS <br /> GENERAL ORDER FOR LAND DISPOSAL <br /> OF GROUND WATER FROM CLEANUP OF <br /> PETROLEUM FUEL POLLUTION <br /> 12. When individual waste discharge requirements are issued to a Discharger <br /> otherwise subject to this Order, the applicability of this Order to the <br /> Discharger is automatically terminated on the effective date of the <br /> individual Order. <br /> 13. The designated beneficial uses of ground water within the Central Valley <br /> Region are municipal , industrial , and agricultural supply, except where <br /> lesser beneficial uses are designated in the Water Quality Control Plan. <br /> 14. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento River Basin (5A) , Sacramento-San Joaquin Delta Basin (5B) , and <br /> the San Joaquin River Basin (5C) . The Board has also adopted the Water <br /> Quality Control Plan for the Tulare Lake Basin (5D). These Plans contain <br /> water quality objectives for all waters of the Basins. These requirements <br /> implement these Plans. <br /> 15. The Board has adopted a mitigated Negative Declaration in accordance with <br /> the California Environmental Quality Act (CEQA) (Public Resources Code <br /> Section 21000, et seq.) and the State CEQA Guidelines. The potential <br /> significant environmental impacts from ground water cleanups covered by <br /> this Order can be mitigated to a level of insignificance by compliance <br /> with this Order and by compliance with the regulations of the appropriate <br /> air pollution control agency. <br /> 16. The Board has notified the interested agencies and persons of its intent <br /> to adopt general waste discharge requirements for the discharge of ground <br /> water from the investigation and cleanup of petroleum fuel pollution and <br /> has provided them with an opportunity to submit their written comments and <br /> recommendations. <br /> 17. The Board, in a public meeting, heard and considered all comments <br /> pertaining to the discharge. <br /> IT IS HEREBY ORDERED, that Dischargers, in order to meet the provisions contained <br /> in Division 7 of the California Water Code, shall comply with the following: <br /> A. APPLICABILITY <br /> 1 . All discharges covered by this Order shall be limited to ground <br /> water from the investigation and cleanup of petroleum fuel <br /> pollution. <br /> 2. Persons seeking coverage under this Order shall submit a complete <br /> Report of Waste Discharge (as detailed in Attachment A) and filing <br /> fee. <br />
