The letter requests discontinuation of interim <br /> remediation activities at the site and a meeting with,PHS/EHD. PHS/EHD provides the following <br /> comments and directives. <br /> Reduction of contaminant mass (MtBE in particular) and plume migration at any underground storage tank <br /> (UST) site Iis critical. Comprehensive and frequent assessment of plume dynamics, receptor risk, and the <br /> effects of remediation are required. Corrective Action (and interim corrective action) is defined in <br /> California Code of Regulations (CCR) Title 23, Division 3, Chapter 16, Article 11, Section 2722.. <br /> Groundwater extraction is included as an interim corrective action. PHS/EHD has conditionally approved <br /> the start up of your interim remediation system subject to applicable laws and regulations. CCR Title 23, <br /> Division 3;Chapter 16,Article 11, Section 2727, Verification Monitoring Phase, requires the evaluation of <br /> corrective action remediation effectiveness. Accordingly, PHS/EHD and the Central Valley Regional <br /> Water Quality Control Board (CVRWQCB) require sampling, analyses, and reporting of remediation <br /> effectiveness. Tosco has failed to comply with this requirement. Therefore, a groundwater sample must be <br /> collected and analyzed by a certified laboratory so that groundwater contaminant mass removal by <br /> extraction from the tank can be calculated. PHS/EHD and CVWRQCB personnel have agreed that the <br /> groundwater sample should be collectedfrom the well prior to purging. In order to transport and ultimately <br /> treat or dispose of contaminated groundwater, the composition and concentration of chemical constituents <br /> must be quantified and reported to PHS/EHD and the CVRWQCB. <br /> PHS/EHD now directs Tosco to quantify and report any mass (concentration per unit volume) removal of <br /> contaminants from the above referenced site. ,Tosco shall request that the groundwater sample be analyzed <br /> for a complete suite of petroleum constituents and fuel additives by EPA Method 8260B. Tosco shall <br /> report the results of analyses and remediation effectiveness with recommendations and conclusions.from an <br /> appropriately registered professional on a quarterly basis.
