Marketing
Company rr
2, 2000E
October 1 .
1, `y
Mr. Ronald Rowe, Sr.
Site Mitigation Unit
San Joaquin County Public Health Services
304 East Weber Avenue, Third Floor
Stockton, California 95202
Tosco 76 Facility tt 5886
2701 West March Lane
Stockton, California.
Mr. Rowe:
This letter confirms our telephone conversation of October 3 during which you stated to me that San
Joaquin County no longer agrees with Tosco's interim remedial activities at the above-referenced site.
Specifically, you told me that the County considered Tosco non-compliant and should not continue to
conduct periodic purging of groundwater from the underground storage tank cavity well or transport that
purged water to Tosco's.refinery in Rodeo for disposal until the San Joaquin County's sampling
requirements are followed. To comply with your instructions, Tosco has suspended the previously
scheduled groundwater purging event that had been planned for October 6 as well as future events. We
hereby request that San Joaquin County provide Tosco, in writing, with the sampling and data collection
requirements the County now wants Tosco to follow at this site, as soon as possible. Additionally,
Tosco requests a meeting with you and Margaret Lagorio at your earliest opportunity to discuss interim
remedial actions the County desires at this site.
I
Tosco is anxious to obtain the County's permission to re-commence interim remedial work at this site, so
your prompt response to this letter would be greatly appreciated. Please do not hesitate to call me at
(916) 774-2910 if you have any questions or require additional information.
Sincerely,
(- C .
Edward C.
