(ERI) is <br /> submitting this letter confirming authorization from San Joaquin County Public Health Services <br /> (the County) to install one underground storage tank (UST) cavity well at the subject site. The site is <br /> shown on the attached Generalized Site Plan (Plate 1). The UST well installation was proposed in <br /> ERI's Corrective Action Plan (CAP) dated December 28, 1999, and was approved by the County as an <br /> interim remedial action plan in a letter dated February 22, 2000 (Attachment A). <br /> On May 1, 2000, Mr. Glenn Matteucci of ERI contacted the County to determine if a State of <br /> California C-57 license is required for the proposed well installation activities. During this <br /> conversation, Mr. Ron Rowe of the County indicated that the County would not require a State of <br /> California C-57 contractors license, a well permit, or a well installation permit fee to perform the well <br /> installation. The County did request submittal of the proposed well design with a proposed well seal. <br /> The Proposed Tank Pit Well Design is shown on Plate 2. The well design includes a concrete seal <br /> within the well box to help reduce the likelihood of infiltration of surface run-off into the well. <br /> Based on the conversation with the County on May 1, 2000, it is ERI's understanding that the County <br /> has authorized the installation of the UST well. Tosco and ERI request that the County provide written <br /> authorization for installation of the UST cavity well.
