Pursuant to Title 23, Division
3, Chapter 16, Article 5, Section 2652 the quarterly report is to contain a history of corrective
actions, a summary of actions taken during the reporting period, and a time table for
implementing proposed corrective actions. The current report does not meet the requirements
of this regulation.
The groundwater plume has not been defined at this time. The gradient has been historically
moving in a north easterly direction. The results of analysis of the groundwater sample taken
from the up gradient well MW-2 has the highest level of contamination of the three on site
wells. The plume appears to have been defined in the area of MW-3. The level of
contamination in MW-1 appears to be fluctuating. This fluctuation tends to create ambiguity in
determining the position of this well in relation to the plume boundary in this area.
Currently there is no down gradient well at this site and the up gradient well is the most highly
contaminated well at the site. Installation of a well down gradient of the former tank area and
installation of additional wells to define the extent of the ground water plume is required.
PHS/EHD staff recently reviewed the May 24, 1993 Report of Findings and the December 2,
1993 Work Plan for Excavation Vapor Extraction System Installation. PHS/EHD has
determined that there is residual soil contamination to a depth of approximately 70 to 80 feet
below ground surface in the area of the former tank excavation. The Vapor Extraction System
discussed in the December 2, 1993 work plan was installed on January 6, 1994 under inspection
of this agency.
At this time there is no evidence to indicate that the Vapor Extraction System has ever been
started. PHS/EHD recommends that the system be started and monitored to determine the
efficacy of this experimental system on the soil and groundwater contamination present at this
site.
A Division of San Joaquin County Health Care Services
