San Joaquin County <br /> Environmental Health Department <br /> 1868 East Hazelton Avenue, Stockton, California 95205-6232 <br /> Telephone:(209)468-3420 Fax:(209)468-3433 Web:www.sjgov.org/ehd <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> FARMINGTON FRESH SALES LLC 7735 S HWY 99 W FRONTAGE RD, STOCKTON November 14, 2016 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II, or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 301 CCR 66262.34(d)(2) Facility not maintained to minimize the release of a hazardous waste. <br /> The following was noted at the time of inspection: <br /> 1) Dark oily residue was observed on top of four 5-gallon white containers located inside the outdoor hazardous <br /> material storage enclosure. <br /> 2) Oily liquid was noted on top of six 55-gallon containers stored in the outdoor waste oil storage area. <br /> 3) Broken wooden pallets with significant oily staining were observed in an outdoor waste oil storage area. <br /> Facilities shall be maintained and operated to minimize the possibility of a fire, explosion, or release of hazardous <br /> waste to air, soil, or surface water which could threaten human health or the environment. Immediately correct <br /> above deficiencies, and manage all wastes according to Title 22 hazardous waste regulations. Submit a statement <br /> and supporting documentation explaining how this waste was managed. <br /> This is a repeat violation, Class II. <br /> 303 CCR 66262.34(d)(2) Failed to maintain all communication or alarm systems, spill control, or decontamination <br /> equipment. <br /> Eye wash cap was missing from a fixed eye wash unit located next to the compressor room. All facility <br /> communications or alarm systems, fire protection equipment, spill control equipment, and decontamination <br /> equipment, where required, shall be tested and maintained as necessary to assure its proper operation in time of <br /> emergency. Immediately begin this practice. <br /> This is a Class II violation. <br /> 403 CCR 66262.34(d)(2) Failed to keep hazardous waste containers closed except when adding or removing hazardous <br /> waste. <br /> The following was noted at the time of inspection: <br /> 1)Two 55-gallon drums with cut off tops storing oily sludgy liquid and soil were located in front of the outdoor <br /> chemical storage enclosure. <br /> 2) One open 55-gallon container 1/3 full of rusted aerosol cans (some without actuators)was observed in front of <br /> the outdoor chemical storage enclosure. <br /> 3) One 55-gallon container labeled as used oil was located in the waste oil storage area and had two open ports <br /> with pump and hosing attached to the container. <br /> 4 Waste paint materials (oil and latex paint containers)were observed inside one open unlabeled 55-gallon <br /> container located next to the hazardous waste storage area. <br /> All hazardous waste containers shall be closed at all times except when adding or removing waste.
