3.1 LEAK HAS BEEN STOPPED AND <br /> ONGOING SOURCES HAVE BEEN REMOVED <br /> The use of the pipelines ceased in the 1960s and the pipelines were removed from the <br /> site by 2005. Free product has never been observed in any monitoring wells at the site. <br /> Petroleum constituent concentrations in groundwater in all monitoring wells at the site <br /> are below reporting limits and the water quality objective, indicating that no remaining <br /> source is leaching from soil to groundwater. <br /> 3.2 SITE IS ADEQUATELY CHARACTERIZED <br /> As discussed above, the extent of petroleum constituents have been sufficiently defined <br /> in soil and groundwater beneath the site. Petroleum constituents that exceed the <br /> excavation remedial cleanup level were identified in select soil samples and the <br /> remaining soil impacts appear to be adequately defined or were remediated to levels <br /> that were deemed acceptable by the RWQCB. Groundwater samples have been <br /> collected and analyzed in site monitoring wells since September 2009 and sufficient <br /> historical data exists to determine that the groundwater at the site has not been <br /> impacted. <br /> 3.3 DISSOLVED PLUME IS NOT MIGRATING <br /> As discussed above, sufficient historical data exists to determine that no dissolved <br /> plume exists. <br /> 3.4 LITTLE OR NO GROUNDWATER IMPACT CURRENTLY <br /> EXISTS ABOVE ESTABLISHED WATER-QUALITY OBIECTIVES <br /> Petroleum constituent concentrations in groundwater in all monitoring wells at the site <br /> are below reporting limits.
