3.5 NO WATER WELLS OR OTHER SENSITIVE
RECEPTORS ARE LIKELY TO BE IMPACTED
A sensitive receptor survey was not conducted, however, based on the extensive
remedial efforts and the historical groundwater monitoring results, it is unlikely that the
remaining soil impacts pose a threat to sensitive receptors.
3.6 SITE PRESENTS NO SIGNIFICANT RISK
TO HUMAN HEALTH OR ENVIRONMENT
Petroleum constituent concentrations are adequately defined in soil, and as stated in the
RWQCB's May 8, 2007 letter to Shell, the remaining impacts do not pose a significant
health risk from direct contact with soil or a threat to human health from soil vapor.
Additionally, the absence of petroleum constituents in groundwater demonstrates that
the remaining mass is not leaching from soil to groundwater. While no formal risk
assessment has been conducted, exposure pathways do not appear to be complete
beneath the site, and site conditions do not pose a threat to human health or the
environment.
4.0 CONCLUSIONS
• Petroleum constituent concentrations are adequately defined in soil and groundwater
and no further investigation is necessary.
• The soil impacts beneath this site were remediated to levels approved by the RWQCB
and as such, the RWQCB approved residential development overlying the former
pipeline areas (RWQCB, May 8, 2007).
• The site meets the criteria for a low-risk case per the RWQCB guidelines. Therefore,
CRA recommends no further action and case closure.
CRA appreciates RWQCB review of this closure request.
060222(17) 7 CONEsTOGA-ROVERS&ASSOCIATES
