Market Street, Stockton, CA <br /> No Further Action Required <br /> Dear Mr. Mattioli <br /> The San Joaquin County Environmental Health Department (EHD) Site Mitigation Unit has <br /> reviewed the EHD file pertaining to the removal of the 1000-gallon underground storage tank <br /> (UST) formerly located on the above referenced site and the portions of Phase l Environmental <br /> Site Assessment, APN 155-020-61, 1535-1537 E. Market Street, Stockton, San Joaquin <br /> County, CA, 95205 (Phase I Report), dated 04 December 2013, prepared by Boles & <br /> Associates (Boles). In the EHD file and the Phase I Report, the data, observations and <br /> circumstances of the UST removal are recounted. <br /> The UST was removed on 01 October 1987. At the time of the removal, soil around the UST <br /> was excavated to approximately 7.5 feet below surface grade (bsg); soil samples were <br /> screened for volatile organic compounds utilizing a photoionization detector (PID). A soil sample <br /> was collected from 10.5 feet bsg from the center of the excavation as directed by an EHD <br /> representative for laboratory analysis for contaminants commonly associated with gasoline. The <br /> collected soil sample was analyzed for total petroleum hydrocarbons quantified as diesel <br /> (TPHd), total petroleum hydrocarbons quantified as gasoline (TPHg), total petroleum <br /> hydrocarbons (TPH), benzene, toluene, total xylenes (BTX), ethylene dibromide (EDB), and <br /> total organic lead. The laboratory also reported ethylbenzene. <br /> The EHD inspector made no notes of indications of contamination observed on the site during <br /> the UST removal. The consulting firm Kleinfelder issued a report dated 22 October 1987 that <br /> states that the PID readings for two soil samples screened had readings of 0 parts per million by <br /> volume and that the 10.5-foot soil sample had no odor. The 10.5-foot soil sample was described <br /> as clayey silt with a trace of fine sand, which is a soil type that would be likely to retain <br /> hydrocarbon contaminants if such were encountered. Groundwater was not sampled and was <br /> not noted as having been encountered. <br /> The analytical report for the 10.5-foot soil sample indicated that none of the potential chemicals <br /> of concern were detected at concentrations at or above the analytical method reporting limit, <br /> with TPHg less than (<) 10 milligrams per kilogram (mg/kg), TPHd <10 mg/kg, benzene <0.05 <br />
