(AGE). The Cancun Restaurant is located at 135 East Miner Street in Stockton (Site). Staff
reviewed the project file and evaluated this Site for closure against the State Water Resources
Control Board's (State Water Board's) Low Threat Closure Policy (LTCP).
This Site does not meet the State Water Board's LTCP criteria. Central Valley Water Board
staff identified the following impediments to closure, and request completion of the following
tasks to address each impediment.
1. The Site does not meet LTCP criteria for vapor intrusion to indoor air. Risk to human
health due to vapor intrusion to indoor air needs to be evaluated. Therefore, by
30 August 2016, submit a Work Plan presenting a scope of work for installation and
sampling of at least two (2) soil gas wells. Well should be located between the source
area and the on-Site building. Due to the variability of soil gas sampling, a minimum of
two sampling events need to be performed. Sampling events should be performed
approximately 6 months apart to represent seasonal fluctuation.
2. Sensitive receptors, including all water supply wells and surface water bodies, within a
1,000 foot radius of the groundwater pollution emanating from the Site need to be
identified. Therefore, by 30 September 2016, submit a Sensitive Receptor Survey
Report.
KARL E LONGLEV SOD, P.E.. CHAIR I PAMELA C.
