Cancun Restaurant - 2 - 19 July 2016
135 Miner Street
Stockton, San Joaquin County
3. Site monitoring wells were last sampled in August 2015. Hydrogen peroxide pilot testing
was performed at the Site between 14 November 2013 and 27 January 2014 by injecting
hydrogen peroxide into monitoring wells MW-1A and MW-1B. Benzene, ethylbenzene,
toluene, and total xylene (collectively BTEX) concentrations decreased during pilot
testing, but rebound has been observed since the end of the pilot test. Additional
groundwater monitoring is needed to establish post-remedial contaminant trends.
Groundwater monitoring must continue until a finding of no further action required is
granted. Therefore, you must resume semi-annual groundwater monitoring during the
third quarter 2016. Please submit the Third Quarter 2016 Groundwater Monitoring
Report by 1 November 2016. The First Quarter 2017 Semi-Annual Groundwater
Monitoring Report is due 1 May 2017.
Central Valley Water Board staff reviewed the project page for this Site on the State Water
Board's Geotracker website. Several submitted Site documents (geo_report files), soil boring
(geo_bore file), and Site laboratory data (EDF files) were denied by San Joaquin County
Environmental Health Department staff while they were the lead regulatory agency for the Site.
Corrected files have not yet been uploaded. The following items need to be submitted to
Geotracker:
• The geo_report for the Preliminary Site Assessment Report dated 26 September 2008.
• The geo_report for the Monitoring Well Installation Report dated 12 November 2010.
The geo_report for the Additional Site Assessment Report dated 13 April 2012.
• The geo_report for the In-Situ Chemical Oxidation Pilot Study Report dated
30 November 2014.
• A revised geo_bore file for boring B2
• The revised EDF file for the laboratory analytical data submittal named "in-Situ Chemical
Oxidation Pilot Study" submitted 24 June 2014.
• The revised EDF file for the laboratory analytical data submittal named "Water 2-2-12
(DIA)" submitted 20 February 2012.
• The revised EDF file for the laboratory analytical data submittal named "Water 1-30-12
(DIA)" submitted 13 February 2012.
Please submit the corrected versions of these required submittals by 15 September 2016.
In Summary, Central Valley Water Board staff expects the following:
1. By 30 August 2016, submit a Soil Gas Sampling Work Plan.
2. By 15 September 2016, uploaded revised geo_report, edf, and geo_bore submittals to
Geotracker to replace the previously denied submissions.
3. By 30 September 2016, submit a Sensitive Receptor Survey.
4. By 1 November 2016, submit the Third Quarter 2016 Groundwater Monitoring Report.
5. By 1 May 2017, submit the First Quarter 2017 Groundwater Monitoring Report.
