I also told you of our desire to have more
time to prepare ourselves to participate in a meeting that we had hoped would result in some
resolution of or consensus on the compliance issues. Your refusal to accommodate our request is
somewhat confusing and disappointing. We believe the request to be a reasonable one,
particularly if the objective of PHSlEHD and the District Attorney's Office is to direct and
ensure compliance.
We understand that Unocal's Legal Department was notified of the July 10t°
meeting by Mr. Irey of the District Attorney's Office on Wednesday, July 2, 1997, two days
before the Fourth of July holiday. Because of the scheduled vacation of Melissa Allain, Unocal's
in-house attorney, we were asked to assist Ed Ralston and Bob Boust and to provide legal
counsel to Unocal at what was noticed as an"Administrative Office Hearing." Because we have
had no previous involvement with the E. Miner Avenue and Pacific Avenue properties, and
because of Mr. Ralston's unavailability on July 10'n, we requested that the meeting be
rescheduled. We also requested a written agenda so that there would be no misunderstanding or
confusion concerning the matters and issue to be discussed.
You confirmed during our telephone conversation that an informal
"administrative meeting,"rather than a hearing, would be held at the "supervisor level;' and that
the purpose of the meeting was to explain to Unocal PHSiEHD's position on Unocal's
