PHS/EHD issues regulatory directives pursuant to policies
and regulations adopted by the State Water Resourres Control Board with authority granted by
the Health and Safety Code. In order for Unocal to achieve compliance, PHS/EHD indicated that
by February 14, 1997, evidence should be submitted to demonstrate that permits which
PHS/EHD requested in correspondence dated July 11, 1997, were in fact obtained from the San
Joaquin Valley Unified Air Pollution Control District. PHS/EHD also requested that the feasibility
study be initiated by March 7, 1997 with a corrective action plan submitted by June 13, 1997.
Please note that Unocal is out of compliance with adopted policies, regulations, and law. If the
required feasibility study to evaluate remedial alternatives is not initiated by April 4, 1997,
PHS/EHD will begin enforcement procedures. You should note that based on site data and the
suspected age of the release, natural attenuation has not been an effective remedial alternative.
Also, the concentrations and mass of the petroleum hydrocarbon soil and groundwater
contamination plumes warrant remedial action.
If you have any questions please contact me at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
vV ` 1
Mary Meays, Senior Margar Lagorio, R S
Site Mitigation Unit Supervisor
MM/437MINER
cc: Elizabeth Thayer, CVRWQCB
cc: Stephen Carter, GeoStrategies 3164 Gold Camp Ste. 240, Sacramento CA 95670
cc: Joel Greger, MPDS 2401 Stanwell Ste. 300, Concord CA 94520
cc: Sutter Office Center, 2001 Union Street Ste.300, San Francisco CA 94123
A Division of San Joaquin County Health Care Services
