The letter states
that the previously approved feasibility study must be initiated and a CAP submitted. It is
Unocal's technical opinion that the implementation of this plan is no longer warranted and a less
aggressive approach toward achieving a low risk closure should be pursued.
The soil contamination remaining at this site is the result of a very old release. The most
significant amount of benzene found was in boring UL-45.5' at a concentration of 140 ppm. The
soil does not pose a threat to human health, safety, or the environment.
Groundwater has been monitored and sampled at this site since 1994. The data strongly indicates
the plume is not migrating and that levels of contaminants are remaining constant or decreasing.
Based on the knowledge obtained from the Lawrence Livermore Lab study, it is highly unlikely
that a groundwater plume emanating from this site would migrate any significant distance. Unocal
will conduct a survey to determine if there are any wells within a 1000 foot radius of the site.
Based on the results, the location of an additional well, if needed, will be determined. Once plume
delineation is complete; Unocal will submit the site for closure as a low risk groundwater case.
If you have any questions or concerns, please call me at(510) 277-2334.
S' rely,
juLf-(i 40%,j-
Robert A.
