Miner Street, Stockton, <br /> California <br /> Dear Ms. Lagorio: <br /> This office represents MR. RAY FARMER, President of RAY FARMER <br /> ENTERPRISES. MR. FARMER owns the real property across the street (corner), <br /> from that certain parcel owned by UNOCAL CORPORATION located at 437 E. Miner, <br /> Stockton, California. MR. FARMER has referred your letter under date of <br /> February 18, 1998, addressed to PETER NIEMIEC of UNOCAL to this office for <br /> reply. <br /> The Regional Water Quality Control Board, Tri-Regional Board Staff <br /> Recommendations for Preliminary Investigation and Evaluation of Underground <br /> Tank Sites, Appendix A, dated August 30, 1991, provides, with respect to <br /> Specific Requirements, Section 3, Investigation, that "to pursue a successful <br /> siteremediation.. lan, the lateral and vertical extent of soil contamination <br /> must a de ined. The Regional Water Quality Control Board, Central Valley <br /> Region, Information Needed for Closure Requests, Addendum to Appendix A of <br /> Preliminary Investigations and Evaluations of Underground Tank Site, dated <br /> October 7, 1993, further provides that: The minimum information required is <br /> to include "Concentration contours of contaminants found and those remaining <br /> in soil and ground water, both on and off the site. <br /> Since neither the soil or underground contaminants referred to in the <br /> UNOCAL site have been defined laterally, it is possible that my client's <br /> property at 510 E. Miner Street, Stockton, California, may be impacted based <br /> o the extremely high concentrations of petroleum hydrocarbons in the well <br /> closest to my client's property. This is even more likely since Benzene was <br /> most recently detected at 6,200 UG-L, which is more than 6,000 times greater <br /> than the State Maximum Contaminant Level (MCL) of 1.0 UG-L for Benzene. <br />
