The argument being used in those instances is that the <br /> petroleum hydrocarbic plumes will naturally biodegrade over time. However, <br /> the plumes must be monitored to insure that they are stable. This plume, <br /> referring to the UNOCAL site, has not been monitored because it has not been <br /> defined. It is, at this point in time, impossible to determine if it is <br /> ststtate based on the information UNOCAL has obtained so far. For these <br /> reasons, my client respectfully demands that UNOCAL should be required, by <br /> your office, to fully delineate the contamination plume and soil in the <br /> underground water. We are hereby formally making that request of your <br /> Department. I am sending a copy of this letter to MS. DOROTHY M. JONES, <br /> Staff Counsel, State Water Resources Control Board, as well. <br /> Should you have any questions respecting this matter, please do not <br /> hesitate to give me a call.
