Miner
Hi Justin,
This request is not in compliance with our local well destruction standards to remove the upper three feet
of casing and grout to a mushroom cap. It does not meet the CA Well Standards to remove the upper 5
feet of the casing, either. The removal of the casings below grade is to protect the destroyed well from
damage by future site activities.
No one knows in 50, 100, or more years (long after Chevron's involvement at the site) what will transpire at
these contaminated sites. If construction activities cause the cement seals to crack then a conduit has
been created from the surface straight down to groundwater.
At this time I cannot approve this request. Please contact me if you need to discuss this further.
Thank you,
Adrienne
Adrienne Ellsaesser, REHS
Unit IV Program Coordinator
Groundwater Protection Programs:
Site Mitigation/LOP/Small Public Water Systems
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton , CA 95205
`I? Miner
Adrienne,
On behalf of CEMC,ARCADIS submitted to SJCEHD (emailed to you)a well destruction permit package for the
306415 Stockton site. After destruction of the onsite wells,ARCADIS would like to grout the upper portion of the
all wells to ground surface leaving the top 3 feet of casing and vaults in place(a variance from the requirement
to excavate an area one foot larger in diameter than the original borehole to a depth of 3 feet bgs). These onsite
wells are all on Chevron owned property and within a vacant and secured dirt lot.
9/10/2014
