Project No.034-17016 <br /> Page No. 2 <br /> On-Site Fueling System/USTs/Dispensers <br /> According to records on file with the San Joaquin County Environmental Health Department (SJCEHD), <br /> four USTs are currently located on the subject site in a truck repair and fueling area, including two <br /> 20,000-gallon diesel USTs, a 550-gallon new oil UST and a 550-gallon waste oil UST, all equipped with <br /> monitoring systems. Two dispensers, one for each of the diesel USTs, are located on a nearby fueling <br /> island. Review of records indicates that the four USTs were installed in 1991, are of double-walled <br /> fiberglass construction and utilize double-walled subsurface piping. The two diesel USTs have overspill <br /> secondary containment features, vapor recovery and line-leak detection systems. The two oil USTs are <br /> installed in containment sumps. SJCEHD records indicate that the USTS and fueling systems appears to <br /> have been inspected, tested and permitted as being in compliance with a UST facility each year of <br /> operation since installation. However, in numerous years, failures in the various systems were observed <br /> (leak detection, secondary containment, line-leak detection, overfill prevention systems, spill buckets, <br /> etc.) which were subsequently properly repaired following reporting of violations to yield passing testing <br /> results prior to issuing of subsequent permitting. <br /> Based upon an October 7, 2016 SJCEHD inspection of the USTs and systems, a notice to comply was <br /> issued requiring follow-up compliance with a number of operational reporting corrections, removal of <br /> water in a secondary containment, and installation of an approved spill containment bucket. Review of a <br /> subsequent November 3, 2016 SSI letter to the SJCEHD indicates that compliance was made with the <br /> aforementioned violation requirements. As a result, according to discussion with the SSI facility manager, <br /> issuance of a current SJCEHD Permit to Operate for the USTs and fueling system has been delayed and <br /> that payment for the new permit was made and a current Certification of Financial Responsibility is in <br /> place. The facility continues to operate under a February 17, 2016 Permit to Operate. The most recent <br /> passing Monitoring System Certification was issued on October 7, 2016. No response actions, cleanup <br /> requirements or documentation of significant releases for the USTs and fueling system were found to be <br /> on file within the SJCEHD records reviewed. <br /> Given the approximately 26 years of operations of the fueling system, despite responsible compliance <br /> with regulatory requirements and permitting, given the age of the equipment and the numerous violation <br /> and repair incidents, it is unknown whether or not system integrity has been seamlessly maintained over <br /> the course of operations creating the potential for leaks to have occurred. Consequently, the condition of <br /> the subject site subsurface in the area of the on-site USTs,dispensers and piping is unknown. <br /> Truck Maintenance Shop Trench Drains,Oil/Water Separators/Clarifiers/Sumps <br /> During Krazan's March 14, 2017 site reconnaissance,floor drains and trench drains were observed within <br /> the on-site warehouse building and within the on-site truck maintenance shop at locations immediately <br /> KRAZAN&ASSOCIATES,INC. <br /> With Offices Serving the Western United States <br /> 034-17016 WF for LSA SSI Lathrop FINAL.doc <br />
