Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 850 Milgeo Road, Ripon, CA <br /> Annual Five-Year Review Update Response CUF Claim # 9384 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> annual five-year review update letter dated 25 August 2011 from Kirk Larson of the State Water <br /> Resources Control Board (SWQCB) Cleanup Fund (CUF) for the above-referenced site. The <br /> CUF recommended that the EHD direct the responsible party to begin active remediation by a <br /> technology proven to reduce the mass of heavy hydrocarbons (TPHd). <br /> The EHD agrees that a more effective method would be preferable as an initial extraction rate of <br /> almost 3 pounds per day to address an estimated contaminant mass of 61,000 pounds does not <br /> appear to be very effective, although intuitively, the extracted vapor would be comprised of the <br /> more volatile, soluble and inherently hazardous component of the contaminant mass. The EHD <br /> had recommended excavation in the past, but the RP's consultant believes shoring would be <br /> required in the sandy soil at this site, making excavation too expensive to implement. <br /> The EHD will issue a directive letter for the responsible party (RP) to evaluate other remediation <br /> technologies or to justify implementation of SVE on this site.
