Kirk Larson, PG, and Robert Trommer, CHG <br /> State Water Resources Control Board <br /> Division of Financial Assistance <br /> 1001 1 Street <br /> Sacramento CA 95814 <br /> Subject: 850 Milgeo Street, Ripon, CA <br /> Annual Five-Year Review Update Recommendations August 2010 <br /> San Joaquin County Environmental Health Department (EHD) has received and reviewed the <br /> annual five-year review update letter dated 10 August 2010 from Kirk Larson of the State Water <br /> Quality Control Board (SWQCB) Cleanup Fund (CUF) for above referenced site. The CUF <br /> recommends that the EHD direct the Responsible Party (RP) to select an alternative remedial <br /> method other than soil vapor extraction (SVE) due to the relatively low volatility of diesel. <br /> The EHD shares the CUF concern over the use of SVE on the site and has long urged <br /> consideration of excavation to directly address the more intensely impacted soil, but the RP and <br /> the consultant have persisted in favoring SVE, concluding in their corrective action plan that <br /> SVE would be the most effective technology to address impacted soil on the site. As the <br /> proposed pilot test is of limited duration (5 days), involves only an existing well, and should be of <br /> relatively low cost, the EHD has approved the test (EHD letter dated 24 March 2010).
