An unauthorized <br /> release of petroleum hydrocarbons from underground storage tanks (UST) <br /> formerly located at the site has.been documented and has contaminated the <br /> groundwater beneath the site. The plume of contamination in the groundwater <br /> is moving northerly to the property owned by MGR LLC located at the northwest <br /> corner of Milgeo Road and the Highway 99 off ramp that has Assessors Parcel <br /> Number (APN) 261-080-23. <br /> 1 <br /> California Code of Regulations, Title 23, Division 3, Chapter 16 (Underground <br /> Storage Tank Regulations) requires responsible parties of contaminated UST <br /> sites to conduct an investigation to determine the vertical and lateral extent of <br /> the contamination resulting from the unauthorized release at their site. The ' <br /> responsible party conducting the investigation at 850 Milgeo Road is Walter <br /> Shockey. There is currently a network of five groundwater monitoring wells that <br /> have been installed to investigate the plume of contaminated groundwater. . <br /> One of the wells (MW1) is located on the City of Ripon right of way adjacent to <br /> the property line on the south side of the property that has APN 261-080-23 <br /> owned by MGR LLC. High concentrations of Total Petroleum Hydrocarbons as <br /> diesel (TPH-d) and gasoline (TPH-g) have been found in the water samples <br /> from MW1 (February 20, 2007, water sample had 40,000 micrograms per liter <br /> of TPH-d and 8600 micrograms per liter of TPH-g), which indicate that the <br /> plume of contaminated groundwater has traveled laterally to the property owned <br /> by MGR LLC that has APN 261-080-23. In addition, a boring was drilled west <br /> of MW1 in July 1999 and a water sample collected from that boring contained <br /> petroleum hydrocarbons. <br /> It is the understanding of EHD that Mr. Shockey's consultant, Advanced <br /> GeoEnvironmental, Inc. (AGE) has contacted .you and in a letter dated June 4, <br /> 2007, requested permission to access the property owned by MGR LLC that <br /> has APN 261-080-23 to continue the investigation of the groundwater t� <br /> ti <br />
