Item No. 3 <br /> PC : 8-18-88 <br /> SA-88-59 <br /> Page 3 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> On March 23 , 1988 , the applicant submitted Site Approval <br /> Application No . SA-88-48 for a farm services headquarters . This <br /> application also contained a statement that a future labor camp <br /> was envisioned. As staff reviewed the application, it was noted <br /> that the northern portion of the property was designated as Low <br /> Density Residential on the General Plan. The proposed improve- <br /> ments were within the Low Density Residential designation. Since <br /> the proposed use was inconsistent with the Residential designa- <br /> tion, the application was withdrawn, and a refund was initiated. <br /> The current application, SA-88-59, was submitted by the applicant <br /> on June 15 , 1988 . The project site is now set back 440 feet from <br /> Acampo Road, so it is within the General Plan designation of <br /> Agriculture. The applicant has also modified plans for future <br /> development to include a homesite for himself rather than a labor <br /> camp. <br /> Site Approval applications are normally Staff Review With Notice <br /> items . However , it was decided to refer this application to the <br /> Planning Commission due to the opposition registered by residents <br /> of Coopers Corner . <br /> POLICY CONSIDERATIONS : <br /> General Plan and Zoning: <br /> Approximately the northern one-third of the property is <br /> designated on the General Plan/Land Use Circulation Element Map <br /> as Low Density Residential , while the southern portion is <br /> designated as Agriculture . The zoning is GA-40 (General <br /> Agriculture, 40-acre minimum parcel size) over the entire par- <br /> cel . <br /> The application was accepted under Section 9-4102 . 1 (d) , which <br /> permits agricultural services essential to the use of the land <br /> for farming purposes, subject to Site Approval . Since the pro- <br /> posed use is located within the area designated as Agriculture, <br /> the establishment of a farm services headquarters at this site <br /> is consistent with General Plan policy. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use : <br />
