Item No. 3
PC : 8-18-88
SA-88-59
Page 4
Due to the site ' s proximity to existing residential uses to the
north, the potential exists for land use conflicts to arise as
a result of the introduction of the proposed use . Many of the
area residents have expressed concern regarding the establish-
ment of a business in close proximity to their residences . The
potential conflicts have been evaluated, and conditions of
approval have been developed to minimize the conflicts .
Traffic Circulation:
Much of the neighborhood opposition is centered around the
issue of traffic . The opposition contends that the proposed
use will add to the congestion of Acampo Road and endanger the
safety of children attending Houston School , which is on the
west side of the project site. There will be an increase of
traffic on Acampo Road, but it should not be a significant
impact . The applicant estimates that several trips a day will
be generated by the foreman as he travels to and from the
fields. Some farm equipment will also need to be transported
from storage to the fields and back. A maximum of three
employees are to be located on-site. In order to minimize the
potential traffic problems, staff is recommending as a con-
dition of approval that no farm labor crews be dispatched from
the project site.
Access/Parking-
Access to the farm services headquarters would be off Acampo
Road by means of a 24-foot-wide private driveway. Fifteen
parking spaces to the north of the shop and office building are
proposed. The applicant is proposing to chip seal the parking
and roadway area. The area to the south of the building will
be used for material and farm equipment storage and may be sur-
faced with gravel .
Signs/Lighting:
The applicant is not proposing the use of any signs. Staff is
recommending as a condition of approval that no signs, other
than an identification sign not to exceed 2 ' X 3 ' , be permitted
on the project site.
Night operations are not a part of this operation, so the only
night lighting would be for security purposes . Staff is recom-
mending as a condition of approval that all night lighting be
hooded and oriented to prevent glare onto adjacent properties.
Landscaping/Outdoor Storage:
