Item No. 3 <br /> PC : 8-18-88 <br /> SA-88-59 <br /> Page 4 <br /> Due to the site ' s proximity to existing residential uses to the <br /> north, the potential exists for land use conflicts to arise as <br /> a result of the introduction of the proposed use . Many of the <br /> area residents have expressed concern regarding the establish- <br /> ment of a business in close proximity to their residences . The <br /> potential conflicts have been evaluated, and conditions of <br /> approval have been developed to minimize the conflicts . <br /> Traffic Circulation: <br /> Much of the neighborhood opposition is centered around the <br /> issue of traffic . The opposition contends that the proposed <br /> use will add to the congestion of Acampo Road and endanger the <br /> safety of children attending Houston School , which is on the <br /> west side of the project site. There will be an increase of <br /> traffic on Acampo Road, but it should not be a significant <br /> impact . The applicant estimates that several trips a day will <br /> be generated by the foreman as he travels to and from the <br /> fields. Some farm equipment will also need to be transported <br /> from storage to the fields and back. A maximum of three <br /> employees are to be located on-site. In order to minimize the <br /> potential traffic problems, staff is recommending as a con- <br /> dition of approval that no farm labor crews be dispatched from <br /> the project site. <br /> Access/Parking- <br /> Access to the farm services headquarters would be off Acampo <br /> Road by means of a 24-foot-wide private driveway. Fifteen <br /> parking spaces to the north of the shop and office building are <br /> proposed. The applicant is proposing to chip seal the parking <br /> and roadway area. The area to the south of the building will <br /> be used for material and farm equipment storage and may be sur- <br /> faced with gravel . <br /> Signs/Lighting: <br /> The applicant is not proposing the use of any signs. Staff is <br /> recommending as a condition of approval that no signs, other <br /> than an identification sign not to exceed 2 ' X 3 ' , be permitted <br /> on the project site. <br /> Night operations are not a part of this operation, so the only <br /> night lighting would be for security purposes . Staff is recom- <br /> mending as a condition of approval that all night lighting be <br /> hooded and oriented to prevent glare onto adjacent properties. <br /> Landscaping/Outdoor Storage: <br />
