All parking spaces , driveways , and maneuvering areas shall be <br /> paved and permanently maintained with asphaltic concrete . All <br /> parking spaces shall be delineated with paint. <br /> 4 . The proposed sign shall meet the requirements of Section 9-3603 <br /> of the Planning Title . <br /> 5. Lighting shall be provided along the perimeter of the prop- <br /> erty and the driveway/parking area. The lighting shall <br /> meet the following minimum requirements : <br /> a . The equivalent of one foot candle of illumination <br /> shall be provided throughout the parking area . <br /> b. All lighting shall be on a time clock or photo-sensor <br /> system. <br /> C . Parking lot luminaires shall be high pressure sodium <br /> vapor with 90 degree cut-off and flat lenses. <br /> d. All lighting shall be designed to confine direct rays <br /> to the premises , with no spillover beyond the prop- <br /> erty line . <br /> 6 . All profits and income over expenses of any agricultural use <br /> on the cemetery property shall be applied to the operating <br /> and maintenance expenses of the cemetery. <br /> 7 . A perpetual care trust fund shall be established. Each burial <br /> fee shall include a minimum charge of $150. 00 to be set aside <br /> and put in the perpetual care trust fund. <br /> 8 . The Lodi Muslim Mosque and The Islamic Center of Stockton <br /> shall ensure that sufficient funds are available to maintain <br /> the Islamic Cemetery. In the event that the Islamic Cemetery <br /> does not become self-supporting, the Lodi Muslim Mosque and <br /> The Islamic Center of Stockton shall bear the cost of main- <br /> taining the cemetery in perpetuity. <br /> 9 . Security for faithful performance of the continuing operation <br /> and maintenance conditions of this approval shall be submit- <br /> ted to the County in the form of a Bond, Letter of Credit, or <br /> Certificate of Deposit, or any other security acceptable to <br /> the Board of Supervisors , in an amount not less than $35 , 000 . <br /> Said security will be provided by February 7 , 1990. The <br /> Planning Division will review and may increase the amount of <br /> the fund in three years to reflect any cost increase. In <br /> lieu of this security, an endowment care fund may be estab- <br /> lished in the amount of $35 , 000, subject to the approval of <br /> the Planning Division. <br />
