When I <br /> arrived at the subject site I met with Mr. Rudy Montijo who identified himself as the facility owner/operator. Mr. Montijo <br /> gave me consent to conduct this inspection. <br /> Mr. Montijo described the subject facility as a tire dealer specializing in the sale and service of new and used tires. Used tires <br /> are stored outside in racks and stacks within the fenced area of the facility. In the past, the subject facility has used TTR to <br /> remove waste tires from the facility. During this inspection approximately 500 waste tires were in storage as well as 2,000 <br /> used tires, which were not stacked and racked as required and as a result were counted as waste tires. <br /> Violations: <br /> 30 PRC.'42833 Operator Authorized by Permit <br /> At the time of this inspection, the waste tire site operator did not have a minor permit issued by the CIWMB. Pursuant to this section, the <br /> CIWMB shall issue a minor permit pursuant to the regulations once an application has been submitted and the facility is in compliance <br /> with applicable regulation and law. <br /> 14 CCR 17351 Fire Prevention Measnrec <br /> During this inspection, it was observed that this facility did not have adequate fire fighting suppression equipment(chemical extinguisher, <br /> water extinguisher,pike pole, or flat/pointed shovels) or an adequate water supply. Pursuant to this section: <br /> (a)Communication equipment shall be maintained at all facilities,if they are staffed by an attendant, to ensure that the site operator can <br /> contact local fire protection authorities in the event of fire. <br /> (b)Adequate equipment to aid in the control of fires must be provided and maintained at the facility at all times. At a minimum the <br /> following items shall be maintained on site and in working order at all times: <br /> (1)One(1)dry chemical fire extinguisher; <br /> (2)One(1)two and one-half gallon water extinguisher; <br /> (3)One(1)pike pole at least 10 feet in length; and <br /> (4)One(1)round point and one(1)square point shovel. <br /> Integrated waste Management Specialist <br />
